54th Black History Month Flag Raising

For 54 years the City of Cleveland has celebrated Black History Month with a Flag Raising Celebration which was started by former Cleveland Mayor Carl B. Stokes.

Attendees followed a drummer from inside the Rotunda to the steps of City Hall where the flag was raised.
